1. The Eastern European Social Democratic Forum (hereinafter called the Forum) was established to strengthen multilateral cooperation between social democratic parties of Eastern Europe and coordinate their actions.
2. To serve its purpose the Forum:
a) holds meetings of the Consultative Council's authorized representatives not less than once in 6 months.
b) organizes scientific and practical conferences on social democratic ideology and international relations.
c) organizes seminars to exchange experience of organizational, social and political activity.
d) Elects its President, Secretary General, secretariat and other organs.
3. The Eastern European Social Democratic Forum includes its founder members and the parties admitted into it by a simple majority vote at a meeting of the Consultative Council.
4. The Consultative Council is the supreme organ of the Eastern European Social Democratic Forum.
5. The Consultative Council shall:
- approve declarations, statements and other political documents by a simple majority vote;
- elect President of the Forum, his Deputies, Secretary General of the Forum, secretariat and forms other organs of the Forum.
Each member party has one vote in the Consultative Council.
6. The President is elected every 2 years by the Consultative Council from representatives of the Forum's member parties. He shall convene meetings of the Consultative Council, chair them, represent the Forum in its relations with other organizations, and supervise the activity of the Secretary General and the Forum's organs.
7. The Secretary General elected from representatives of the Forum's member parties shall head the secretariat's activity.
8. The secretariat is elected by the Consultative Council of the Forum, and being a juridical person it has its own statute, stamp, opens bank accounts and is responsible for financial and technical organization of the Forum's actions.
9. Decision to expel parties from membership for violating the Forum's principles or as a result of their decreasing popularity in their home countries may be taken by a majority of two-thirds of parties voting.
10. The Forum's budget is formed by contributions of its member parties, sponsors' donations and the money earned by the secretariat and its actions.
The funds are spent according to the decisions of the Forum's President and Secretary General.
11. To consider separate issues the Consultative Council creates permanent or temporary commissions and regulates their activity.
12. The secretariat sends copies of political documents and brief information about the Forum's work to the Socialist International (SI), to the SI Committee for Central and Eastern Europe, to the Party of European Socialists, to the Socialist Group of the European Parliament, to the European Forum for Democracy and Solidarity, and to the governing bodies of the Forum's member parties.
The Forum's working languages are Russian and English. Official translation of the Eastern European Social Democratic Forum's documents into national languages shall be done by its member parties.
