Being aware that the tasks and problems of our peoples have very much in common
we, representatives of social democratic and socialist parties of Eastern European countries,
rule to establish the Eastern European Social Democratic Forum.
Our main task is to coordinate social democratic and socialist parties' efforts in order to establish good-neighbourly and equal rights relations between peoples and states of Eastern European region, to strengthen traditions of democracy and openness, and to accelerate economic and cultural progress in our countries.
We believe that the main tasks of the Eastern European Social Democratic Forum are:
to discuss international relations, find out positions of each social democratic and socialist party-member of the Forum, popularize these positions in other countries, pass common documents on international relations, if necessary, and, should the Forum's member parties from the troubled country raise the issue, approve documents on domestic relations;
to develop theoretical fundamentals of modern social democracy in Eastern European region;
to exchange experience in state building, implementation of economic reforms, social and political activity;
to organize solidarity acts to defend human rights;
to coordinate actions of social democratic and socialists forces in inter-state institutions.
Participation in the Forum is based on the following principles:
discussing problems and taking decisions all member parties have equal rights;
noninterference in internal affairs of member parties, respect for decisions of the parties' leading organs and for their stance on any given issue;
documents approved by the Forum by consent can be declarative or recommendation-like;
all documents and political actions of the Forum should be in line with the principles of democratic socialism;
cooperation with the Social International and its structures, namely, with the SI Committee for Central and Eastern Europe.
The work of the Eastern European Social Democratic Forum is regulated by the Forum's Regulations. Its content and amendments are approved by consent of member parties' representatives in form of separate protocols.
